In a place like that, it makes sense to get the snow tires as most of the 
driving will be done in conditions most suited to snows. In the urban / 
suburban areas I lived in, most of the time the roads were ploughed so the 
all seasons made more sense.

I agree driving in nice snow can be a lot of fun .... especially in empty 
parking lots with no one around.  :-)
