     This is how it works in NY. ALWAYS assume a person will run the red light. At the end of my block the intersection is labled a "black dot" intersection by the NYS DMV. I can sit 3 to 5 seconds and watch people go thru the light. Its so bad around here you have to wait seconds after a light change before going thru the intersection.

   In closer to NYC I have seen women have to pull their baby carriage off the crossing lane and up onto the sidewalk because someone is running the light 4-5 seconds after it changed.
